About the Position: NBS is looking for an Engineer that will primarily be working with our Districts Formation Consulting (DFC) group as well as our District Management Consulting (DMC) Group.


The District Formation Consulting team performs a diverse array of feasibility, analysis and technical formation processes for special financing districts in California.

The Engineer will:

  • Support assessment district formations by providing resources and support for assessment methodologies and ultimately signing/stamping each engineer’s report.
  • Assist clients to establish cost estimates for maintenance of improvements.
  • Act as a resource for other areas by providing background and engineering standards related to various facilities.
  • Provide marketing support by interacting with clients to sell work either directly or via proposal and interview.
  • Provide project support by interacting with clients as the project engineer, in coordination with the project manager, to explain engineering aspects of a project and/or assessment methodology.


The District Management Consulting team provides annual administration services and special project for special financing districts in California.

The Engineer will:

  • Support assessment district administration by providing resources for assessment administration and ultimately signing/stamping each engineer’s report as required.
  • Act as a resource for any special projects, as needed.
  • Provide project support by interacting with clients as the project engineer, in coordination with the administrator/project manager, to explain engineering aspects of a project and/or assessment methodology.


This position may from time to time include additional duties for our Utility Rate Group and CAP and Fee Group. The Utility Rate Group and CAP and Fee Group provide consulting services in various other specialty areas such as water/sewer/trash utility, financial planning, user/regulatory fees, development impact fees and cost allocation plans. The engineer may be needed in an advisory capacity to support rate studies.

Education and/or Experience:


  • A Bachelor’s degree from an accredited college or university with major course work in Civil Engineering, or related field.
  • Registered Professional Civil Engineer license (PE) in state of California required
  • Practical engineer with a breadth of understanding of resources available across multiple engineering disciplines
  • Creative application of engineering principles to financial analyses


Work Environment:


This position is remote and must have a separate/dedicated, private, and professionally furnished office space to work free of noise and distractions as off-site meetings with staff, clients, and the public will be on video via Microsoft Teams or Zoom.
